Biography

Monica Morgan is an associate at Rosen & Goyal, where she focuses her practice on healthcare, employment, and small business matters. She is admitted to practice in Massachusetts and New Hampshire.

Monica’s work includes both litigation and representation before administrative agencies, including the Department of Unemployment Assistance, the Massachusetts Commission Against Discrimination, and the Division of Administrative Law Appeals. She has experience with managing cases through all stages of litigation, from initial pleadings, discovery, and motion practice through trial. She also regularly represents healthcare professionals in matters before Massachusetts and New Hampshire licensing boards.

Monica earned her Juris Doctor from Northeastern University School of Law and a Master of Public Health from Tufts University School of Medicine. Her combined legal and public health training informs her approach to complex healthcare issues, particularly those involving regulatory and policy considerations.

Prior to joining Rosen & Goyal, Monica gained litigation experience at the JRI Health Law Institute, where she worked within a medical-legal partnership model to advocate on behalf of vulnerable populations.  She also interned with the intellectual property group at Dana-Farber Cancer Institute.  In addition, Monica previously worked at ProCanna as a content team member developing cannabis-related legal policies and procedures for businesses across the country.

In law school, Monica served as a student attorney in the Community Business Clinic, where she advised entrepreneurs, startups, and nonprofit organizations on entity formation and contract negotiation. She also contributed as a research assistant to the Salus Populi project, which focuses on educating the judiciary about the social determinants of health.

Prior to graduate school, Monica worked as a mediator in the Consumer Frauds Protection Bureau of the New York State Office of the Attorney General. She holds a bachelor’s degree from the University of Rochester, where she studied bioethics, history, and legal studies and graduated with research honors.
